Cub Scout Pack 709 Guidelines

The mission of Cub Scout Pack 709 is to provide a meaningful and fun experience for boys in first through fifth grade; to appropriately recognize their achievements, to foster a sense of growth and belonging, and to instill a sense of patriotism and respect for the principles upon which our country was founded.  Cub Scouts serves as a preparation for participation in Boy Scouts of America (BSA).

Pack 709 is sponsored by the Antique Gas & Steam Engine Museum, in Vista California.  The AG&SEM will provide a Chartered Organizational Representative (COR) as appointed by the AG&SEM. The COR is required by BSA policy to sign and approve all leadership applications, is a voting member of the Pack Committee and can act in the capacity of Non-Voting Chairperson.

Pack 709 will hold one Pack meeting every month of the year. And will maintain all BSA requirements for the Cub Scout 12-month program guidelines. Locations, times and dates for Pack Meetings and special events will be determined by the Pack Committee. 

The Pack Committee shall consist of all registered adult leaders of Pack 709, as well as the Committee Officers as listed: Committee Chairperson, Treasurer, Secretary, Awards Chairperson, Popcorn Chair, Librarian, Committee Member, etc. The committee will meet once a month or more often as needed, when permissible.  A quorum is needed for all decisions affecting the Pack, its rules and regulations, outings & events or leadership.  A quorum will consist of four (4) Committee Members, in addition to the acting non-voting Chairperson.  Every effort should be made to notify all Committee Members of meetings scheduled or unscheduled.  Committee meetings requiring a vote must have one of the following present to act as non-voting Chairperson:  COR, Committee Chairperson, Cubmaster, or Assistant Cubmaster.  Voting by proxy will not be permitted.

Any parent or guardian of a Cub Scout in Pack 709 is welcome to attend any and all committee meetings.  Comments are welcome at such time.  Voting privileges, however, will be restricted to registered leaders and committee members in attendance.

All Scout and adult leader applications will be handled by the Committee Chairperson or appointed designee. As well the Cubmaster is responsible for signing all applications before they are accepted and submitted.

Dues for Cub Scouts are $80.00 per 12 months (September through August).  Dues are non-refundable.  Dues for late registrants will be reduced at a rate of $5.00 per month, beginning October 1, with a minimum payment of $20.00.  Dues are payable to the Pack 709 Treasurer in the following ways:

*       Option 1 - Full Payment due in September

*       Option 2 - $40.00 paid in September, $20.00 paid in October, $20.00 paid in November

*       Option 3 - Alternate payment plan approved by Pack 709 Treasurer AND Pack 709 Committee Chairperson

If dues payments or arrangements have not been made by December 1st, the Scout may be dropped from pack roster/charter.

Dues pay for annual registration, mandatory Scout insurance and annual subscription to Boys’ Life Magazine.  Dues also help pay for monthly Scout activities.

It is the policy of BSA and Pack 709 to maintain two-deep leadership at ALL Scout functions (two leaders to one Scout, or two Scouts to one leader during transportation), per current Youth Protection Guidelines.

Pack 709 will not engage in any fund raising activities for any cause other than Pack 709 itself, San Diego Imperial Council (SDIC), or BSA. The Pack Committee must approve all fund raising requests. Donations to Pack 709 will be accepted by Pack Treasurer, Committee Chairperson or Cubmaster.

The consumption of alcoholic beverages is prohibited at all Scout activities.  Use of Tobacco in any form, at any Scout function is to be done out of sight of Scouts.

Individual Scouts are required to obtain and maintain their Scout Uniforms.  Scout Uniforms will be worn for all Pack functions.

Cub Scout Field uniform consists of: Cub Scout blue shirt or WEBELOS tan shirt, hat, Cub Scout belt, and neckerchief.  Uniform shirt will be tucked in and buttoned at all times.  Official Cub Scout uniform trousers recommended, however, are not required.  Conservative well-fitting solid colored shorts or trousers will be permitted.

Pack 709 or other Scout T-shirts may be worn as directed by the Cubmaster and/or Pack Committee and noted as an Activity Uniform.

Cubmaster has final say in matters pertaining to suitability of uniform apparel.  Camouflage is not permitted as part of the Scout uniform.  It is suggested Adult Leaders be in complete uniform at all Scout activities. Scouts performing in any color guard should be in full Field Uniform.  No open toed footwear is permitted at Scout events unless otherwise directed, with the noted exceptions: within showers, but not en route, while on pool deck but not en route.

Scout awards such as: Cub Advancement Towards Rank & beads, rank, Arrow of Light, Conservation Award, WEBELOS Compass & Arrow Points, WEBELOS Activity Pins, Veteran Unit Bars and Quality Unit Awards, Attendance Awards, Summer Activity Pin, Service Stars and other awards designated by the Pack Committee will be provided.  Awards will not be presented unless dues are current and the Scout is in the designated uniform. Presentation of all awards will be given at monthly Pack meetings. Required uniform patches are the responsibility of the individual Scout.

All parents or guardians are responsible for the conduct of their children & guests at all Scout activities.  If any individual is disruptive during the activity, they may be asked to leave.

Parents or guardians are responsible for the safety of their children and guests at all Scout functions.  Scouts should utilize the buddy system at all times, AND be accompanied by an adult when leaving camp or designated event area.

All Dens/Patrols will receive $3.00 per Scout per month.  All monies will be credited to the Den/Patrol expense account upon full payment of individual Scout's dues.  First year WEBELOS Patrols den money can be rolled-over for the second year.  All other Dens must submit receipts by August 31, or their balance will be forfeited and rolled into Pack General Ledger.

Dens should meet at least three times per month during the year, in addition to the monthly Pack meeting.  The Den Leader(s) will determine the dates, location, and times of the Den meetings and outings.

Tour permits approved by Desert Pacific Council are required of all Scout activities held outside of the designated meeting place.  Tour permits are to be used in conjunction with applicable BSA regulations outlined in the Guide to Safe Scouting.

It is the duty of any Leader of Pack 709 to maintain order.  Den Leaders have the right to expect proper behavior from the members of their Den.  The parent or guardian of any Scout, who, in that Den Leader's opinion is too disruptive, may be asked to supervise the Scout at activities.  If unacceptable behavior continues, the parents may be asked to remove the Scout from the activity. Further disruption of activities my result in action from the Pack Committee.

Reimbursement for Official Scout Training will be at the discretion of the Pack Committee.  Receipts should be submitted to the Pack Treasurer for consideration.

Fees pertaining to family camping outings are the sole responsibility of the Scouts’ and their families.
